That would be domestic treason.
Since all persons are draftable in times of war, the militia is made up of the citizenship, and therefore, all persons are capable of being guilty of treason.
Any citizen is required to access the law, based upon the Constitution and should it not be accessible, it is within a citizens duty to bring the lawlessness of a domestic situation to the public to preven the overthrow of the Constitutional government made by and for the people.
Any government entity that obstructs justice is in violation of the Constitution and no longer can represent the people.
There are no domestic terrorists; only domestic criminals or treasonists.
Constitution following citizens; are within the law; all laws created in conflict with the Constitution are null and void, or it is no longer the great USA.
It was written in laymans terms; for the common folk--to prevent a class distinction used to disenfranchise the rights of citizens.

By your definition, that makes George Washington a terrorist.
I'm SICK of the word 'terrorist' being thrown around so loosely.

The military uses that definition because it's vague enough to cover anyone you are fighting.
But it is not a workable definition in real life, because anyone you disagree with can be a terrorist if you want them to be. Tell me how George Washington DOESN'T fit that definition? YOU CAN'T!!!
That's why it's a crappy definition.
