if some1 commited a crime(assault,armed robbery etc..) in USA would it come up in records in paris, england?

In the US:
Small towns submit all conviction and other judgments to the counties in which they are part of.......The county's sheriff maintains all criminal and judgement records and submits them into a statewide database.

This statewide database is also accessed by the NCIC (National Crime Information Computer)

Internationally, all criminal records are available when asked for by the international body.

Are the records universal? short answer: they are universally available in the USA. They are available internationally if they are asked for by another country or jurisdication like InterPol ( International Criminal Police Organization)

Much information is exchanged between the law agencies and Interpol for certain types of crimes. I do not know the content of the exchanges but they do occur frequently.If you travel abroad and have a criminal record, chances are Interpol will have been informed.
