Hm, interestingly enough most of those cities already have baseball teams.
New Orleans - Zephyrs (Pacific Coast League; Triple-A affiliates of the New York Mets)
Carolina - Charlotte Knights and Durham Bulls (Both play in International League the Knights being the Triple-A affiliates of the White Sox and the Bulls the Triple-A affiliates of the Rays; there are 10 more teams in the Carolinas, one at the Double-A level the other nine at the Single-A level)
Portland - Beavers (Pacific Coast League; Triple-A affiliates of the San Diego Padres)
Orlando - No baseball team
Buffalo - Bisons (International League; Triple-A affiliates of the Cleveland Indians)
New Jersey - Trenton Thunder and Lakewood BlueClaws (Thunder play in the Eastern League and are the Double-A affiliates of the New York Yankees while the BlueClaws play in the South Atlantic League and are the Single-A affiliates of the Philadelphia Phillies; New Jersey has 7 more teams in independent leagues, leagues which are not affiliated with MLB)
Oklahoma- RedHawks (Pacific Coast League; Triple-A affiliates of the Texas Rangers)
Vancouver - Canadians (Northwest League; short-season Single-A affiliates of the Oakland Athletics)
Las Vegas - 51s (Pacific Coast League; Tripe-A affiliates of the Los Angeles Dodgers)
San Antonio - Missions (Texas League; Double-A affiliates of the San Diego Padres)
Tennessee - Memphis Redbirds and Nashville Sounds (Both play in the Pacific Coast League with the Redbirds being the Triple-A affiliates of the Cardinals and the Sounds the Triple-A affiliates of the Brewers; there are three more teams in Tennessee all at the Double-A level)

There's one which isn't on your list. But you have listed their state. Years ago, when the old Triple-A American Association folded, they lost their team. The city got together, formed a community-based non-profit group, got a stadium built, got it "branded" by a major corporation and convinced the Pacific Coast League to make their city the first expansion franchise in 50 years in the PCL.
Since then their ball park has been in the top three in attendance for all of the 150+ ball parks in the organized, affiliated minor leagues. That city is Memphis. And if they can almost fill Auto Zone Park on a Monday night (a rough night for attendance in the minors) they can sure fill a bigger park for an MLB team.
Las Vegas has a Triple A team. And it defies the rule that says Las Vegas is where any major sports franchise goes to die. That team has been here over 25 years and has drawn well every year. But, this isn't a potential MLB town.
The others are a "wash out". Portland can't draw flies. Vancouver has a short-season team that only airs half their games for the fans. Orlando's Double-A team had lousy attendance and decamped to Alabama. New Jersey is too close to several MLB teams' "marketing shadow" and won't make the cut with "King George" in the Bronx and the Wilpons out in Queens.

Since there are two franchises that are having difficulty (attendance wise), I really don't think expansion is a good idea at this time. However, I do think that if these two teams (Florida and Tampa Bay) continue to have problems, they could relocated to one of the cities you mention. Out of those, I would choose Portland, Ore. as one. It makes a lot of sense, in that it could go into the AL West and be natural rivals with Seattle and the California teams. It also has had good attendance in their AAA minor league team's games. Out of the others you mention, I can only see maybe Carolina getting a team in Charlotte. The other cities have issues and possible conflicts with teams close to their location.

New Orleans would be a good choice for an expansion team...That way they could expand the AL West to a 5-team division instead of the small 4-team...But if they should make New Orleans a team, Then add one somewhere else for an even number of teams and have an interleague season like the NFL

No more expnsion please, the pitching is still diluted from the last two expansions in the 1990's.
There are 2 teams in Florida, the Marlins and Rays...that are failing miserablly for a number of reasons, lets get them into Portland (OR) and either Memphis or Charlotte first...

Baseball doen't need any more teams. I'd rather see the Florida teams moved to Las Vegas and Vancouver. Move Kansas City to San Antonio and Pittsburgh to Charlotte, NC.
Las Vegas Summer Wind, Vancouver Voodoo (from RHI, but I liked the name) San Antonio Rivermen and Charlotte Pirates (the name still fits)

no more teams should be put in florida, they dont even attend their current team.
new jersey doesnt need one becauset hey have the yankees, mets, and red sox.
i think the two best on that list would be Portland and Vegas.
