well...first of all, consider your homework deadline. if you can lay it off for at least an hour or two, then do it. I often feel like doing that; it's not exactly being lazy or procrastinating, it is more of an impulse in a way...
First: this is a very useful technique. Lie on your back on a smooth surface and close your eyes and breath deeply. Do not move and do not have music or anything playing in the background. Relax.
Second: sometimes it might not work to ask others for advice so just read or listen to slow music for a while.
Third: When you actually need to start working, sit down at a desk and write down a partial sketch of what you need to do. Then get up and relax again. Go back after a while and work on some part of it. Repeat.

Warning: Do not use technique often. May lead to laziness and inadequate work progress.

State off by just calming down. Althought an education can ultimately shape your future, you need to put it away until you are clam, cool, and collective. If you attempt to do it now, while you are frustrated, you will more than likely do it wrong. No matter how easy it is.

1) Clam down!!!
2) Plan for the assignment.
3) Complete the assignment.
