Does the party decide? The state government? Who makes that decision?

How do they decide the "dominant" party when we are talking about Democrats vs. Republican? So...can some states have an "open" election and others have "closed"? How does that work?

All rules and regulations governing elections are strictly the job of the State legislature. The Governor has no say and (as Al Gore found out) neither does the State Supreme Court.

The state government decides, but they usually bow to the wishes of the dominant party.
