You could simply right-click on the icons and then choose delete on each icon until all are deleted.

Or, you can go into the directory on the C drive where the shortcuts are located and simply delete them there.

If you are trying to create a limited user account for someone then you would basically do the same thing only you would first create the "guest" or "other user" account and then log in with your admin account and remove the programs from the start menu (using either manner described above) for their account.

This can be done via group policy which may or may not be easier for you depending on your level of skill in windows and depending on what version of windows you are using.

You could edit the registry as well... but this is drastic and needless.

Another way:

Group Policy
----------------------
1. Click Start and then click Run. Type in GPEDIT.MSC and click OK. (For Windows XP Professional Edition)
2. Navigate to the following branch to enable related group policy:

Local Computer Policy\User Configuration\Administrative Templates\Start Menu and Taskbar\Remove All Programs list from the Start menu

3. Log off and then logon to apply the policy.

Why on earth do you wish to remove all your programs from the start menu. If you do that you may as well throw in the disk and remove your entire platform.
