Why would an application be put on hold when applying to Temple University?

Being put on hold is different from being wait-listed. Being wait-listed would mean that other applicants were better than you, and you only get in if they decide to go elsewhere. Being put on hold would either mean that some element of your application has not yet been received, or they are waiting for your Fall grades to see if a positive trend in academic performance continues (some people only work as long as they think schools will be looking at their grades, then slack off).
