to obtain a passport that is not assigned to any country? Like I'm English but I would like to obtain a means of being allowed to travel without having to have a British passport. No offense I just hate England (yes, leave then, I know ha,ha) just thought there might be one of those strange International Laws out there that allows you to travel under a different means.

Bye! Bye! You do not have to have a passport to leave the Country but without one you will find it difficult to get into another. There is a sort of passport for refugees but you are not one. I would suggest that if you run into trouble whilst abroad you will want consular help. You can not have it both ways

The problem is not the passport my friend. Hating your country is hating yourself. Sort your your confidence and self esteem feelings and save a lot of hassle. Once abroad you will be quickly spotted as English. Most countries like the British passport. You should keep it. (British passport does not mean only English)
