I like Millicent.
Millie is short, simple and sweet, and very cute :) Perfect for a little girl, but can you imagine a surgeon named Millie, or a lawyer named Millie? It's too childish.
Millicent, on the other hand, is a timeless classic. It's sophiscated and classy. It might be a bit dated, but more suitable for a woman.
Just remember: a baby won't be a baby forever :)

As a nickname, yes.
Millicent, Emily/Emilie, Emilia, Aemilia ... there are so many names you can get the nickname from, but as a full name on it's own it's a little cutesy. Not that there's anything wrong with that ... it's just that, when you like a name that can be a nickname, it's almost always more practical to err on the side of the longer version, for the sake of versatility.
Some possibilities are

Yes I do like the name Millie but as a nickname. It's cute but too cute for an adult. Millicent and Mildred are two traditional names that Millie could be a nickame for but if you want something more modern then there are other choices too...
The girl's name Millie \m(il)-lie\ is a variant of Amelia, Camilla, Kamilla, Melissa, Mildred and Millicent.
My friends name is Amelia but goes by Millie. It means she has two brilliant name choices depending on when and where she is!
Amelia is a brill name! So's the nickname Millie.

The name has actually grown on me a lot recently (I've been playing a video game with a girl in it named Milliarde--Milly for short).
I don't think I'd ever use it for my own child, but I find it more tolerable now due to the association.

I like it, and it's fine on its own. I'm not a fan of nicknames, so I don't suggest Millicent or anything of the like, just Millie.
