It can be put down on expenditures as if it's all been spent whether it has or not. (expecially private sector donations). Therefore there are ways they do not have to return the money. It's sort of like the ways the rich are taxed, but end up paying no taxes because they have the money to hire the big time tax lawyers to find the loopholes.

There are strict election accounting laws just for those reasons you pointed out. The leftover money goes to the National Committee to be used for the good of the party.

I thought I read somewhere, that hillary was allowed to use funds left over from her senate run.....but it did not indicate that she had those funds availble for personal use.
