According to the Constitution, the office of President cannot be left vacant. So either the Vice President becomes President, or the Speaker of the House (and so on in succession). Or perhaps the President remains in office, only leaving when his term of eligibility expires.
Honestly there is no established procedure, because nothing of the sort has ever happened, and I doubt anyone in charge has seriously considered it.

There would still be an election to select electors from each state. Presidential Electors meet in their respective state capitol buildings 41 days after the election. At the 51 meetings, held on the same day, the Electors cast the electoral votes for the state. The system does not require anyone to be a candidate to select a new president only that they can find someone willing to serve that 270 electors will vote for. If they can not agree then the new president is selectd by congress.

To answer your question;
I believe it would be the same as both President and Vice president dying while in office. The Speaker of the House is third in line and would be appointed by Congress till the next election cycle.

kind of a silly question. there are enough people with special (corporate) interests that would love to run for president. if what you meant was WHO would take over if the vice president could not- that would be the speaker of the house.

That is an excellent question. I don't think this will ever happen though. I think if TRULY no one ran then the country would get taken over by congress. But i'm not 100 percent sure.
