Albert Einstien was a high school drop out but a genious. I would pick someone who has street smarts and a desire for the people over an MBA any day of the week. I think an uneducated man with street smarts would have a better idea of what the people need want than a Harvard grad who's had his nose stuck in a book reading every statistic and political fact any day of the week.

Sorry if this doesn't make much sense. I'm just trying to say how I feel in response to your question!

A poor uneducated man who is wise, would govern from wisdom. Such a person would focus more on the needs of the people. Focusing on healthcare, economical issues, social issues etc.
war and wisdom do not sleep together. Thus warring and forgeign conflicts would be dealt with through entirely different means...with diplomacy always first.
Our president is an Educated fool (sic)...and look what we have.

You somehow just managed to describe the whole democrat ticket! How could a wise man be uneducated? Just because one has not attended a structured educational environment does not mean they're uneducated. Leonardo da Vinci never attended any programed educational facility.

Wisdom comes from a lifetime of education...meaning experiences that are thought out and analyzed. In my mind that is what education is. Education is not limited to the skills of reading, writing or math, but to everything.
There are people who think they are wise because they have lived through many life experiences, but they didn't learn anything wise from them (how to not keep experiencing the same defeats).
Also, what good is wisdom unless it is shared? It would only be good to yourself...so you need to have enough education to communicate your wisdom to others.
