percents are always out of 100. 25% out of 100% is 1/4 in money, .25 cents. also .25 as a decimal. you can either multiply 17.99 by .25 to get your a number and subtract it by the number in this case 17.99 times .25 is 4.4975 and subtract it by 17.99 which is 13.4925 rounded to the nearest cent it will be 13.49, or multiply 17.99 by .75 to get your answer and just round. you multiply by .75 because 100-25 is 75.
P.S.- i would use the second way, it's faster.
