I've never had to use an ATM before, so can I use an ATM at, say, a Washington Mutual bank to get money out of my Citibank checking account? I don't think I can do that, but someone else told me that I could... anybody wanna help me out?

Yes, you can use ATM of other Banks. Please remember that you may be subject to two kinds of "Fees".

1. The ATM which you use - May charge you a fee as much
as $2.50.
2. Your bank, CitiBank, may charge you an additional fees
for using ATM other then yours.

How to know if your ATM Card will work at any other ATM.

On the back of your card you will see few Logo(s). These are
"Networks" which your bank participates in. Most other banks, like WAMU also participates in the same networks
and that is why your ATM will work on their ATM.

You can, and washington mutual will not charge you for this transaction, but your own bank probably will. Washington Mutual is the only bank I know of that does not charge you for using their ATM when you are from another bank. But if you use your citi card at any other ATM you can face service charges from citi, and the ATM of the random bank. So you could face a 4 dollar charge.

You can use pretty much any ATM in the US. On the back of your card you'll see Cirrus, or STAR or Interlink or Plus and the bank or store ATM will have signs showing the networks they are in. Usually if the Debit Card says Visa or Master Charge you can use it anywhere.
