Being eccentric can be by birth or by decision. British society is more tolerant of bizarre behavior, I think it has to do with their sense of humor. It can be extremely liberating to decide you will derive some of your enjoyment each day by breaking rules. Over time people come to just cut you more slack than others, and this makes some people jealous - even funnier! Skipping is always good for shocking people. I tend to range in and out of eccentricity, so my friends know I might do something strange, like dress like a crab, but other people stand around with their mouths open and let me take their drink from their hand, winking and explaining I go really well with that drink just before I down it and stroll away wiping my mouth with the red oven mitts on my hands. Hahahahaha!

I think you used the key word. It may very well be that England and some other countries ENCOURAGE eccentric behavior. The United States does too, but we usually call them movie stars. Think about some of the unusual behavior shown by some celebrities. It could be called eccentric. It strikes me that people become eccentrics, but the propensity is no doubt there. You call use that word for me because I was a pretty weird kid growing up and it's just gotten worse over the years. I'll be 70 in January and eccentric could be my middle name. It's kind of fun.

It can be either-- but I personally think that everyone starts out eccentric, and some people stay that way. I have several eccentric friends, and all of them are English. Strange, isn't it? Maybe it's partially a hereditary thing-- the desire to be different.

I define eccentric as someone who follows their own paths and mixes all things up just to suit themselves. Quite wonderful actually. Take music or art. What kind do you like? If you like about 10 different kinds I would call that an eclectic or eccentricity.

I think they're born with that tendency and gradually get worse over time. there are plenty of eccentrics in the US. I don't think England has a corner on the market.

Eccentricity isn't genetic. There are just some who like to try a different approach to mundane things. I know of a few people who have invented steam lawnmowers just to see if they could get them to work. Here's a site you might enjoy:
