your photo is supposed to represent your looks,so unless you permanently walk about as if your sulking then,No.

You aren't supposed to, but it all depends on where you go to take the picture and who is taking it.
You are not supposed to make any facial expression, as it "distorts" the face.
But some places/people don't follow that rule. I got my passport photo taken at CVS and I wasnt allowed to smile, but my other family members took passport photos at the same place but they had a different photographer, who let them do whatever they wanted.
So basically... See what you can get away with (even though you ARENT supposed to)

I think it has to be a normal boring expression. I wasn't even allowed to have a slight smile when getting my photo done.

Passports are official documents used by authorities to recognize your identity. If you decided to pout, this means that you should always look like that ;)

there are quite a few regulations for a passport photo
http://www.ips.gov.uk/passport/apply-photos-standards.asp
these are the UK standard regulations, but im not sure if the US would be much different at all.
