No, I don't think it's a rule. Because I tend to use CAPS to emphasize a word, and have seen others do it as well. "It was SO funny!" However, I can see the benefits of adding extra letters the way that you said it..."It was soooo funny!"

Well in proper english you're not supposed to do it like that. If you really want to emphasize something you should put it in italics that says that you want to stress the word.
