First make sure that both PC have shares and “Server” service enabled. Easiest way would probably be to go to My Computer >> tools >> Map Network drive >> browse >> select drive visible in tree starting from My Network places >> (…) >>> Workroup (or My Home) – down to drive letter of folder which is set to share.
(Instruction for Windows XP. Don’t have Vista but guess would be Vista would have same (similar) options).
Same can be done using command prompts. Using Windows explorer is probably just easier.

When connecting make sure:
1. You have password for shares if it is required.
2. Your firewall setting (and your fiend’s firewall) are set to allow NEtBios (you could specify friends PC as trusted box on LAN – or similar. Will depend what firewall you use).

They are both connected to the same network.
Meaning physically obtaining DHCP from the same router I'm guessing.
So set the machine to the same domain, or workgroup, and enable file sharing in the folders you want to share the contents of. I'm not as familiar with Vista, but it should be a fairly straight forward setup.
