if you go up to tools and then internet options and press clear history can the administrator still access all the stuff you deleted... If the administrator can see it is there a way to fix it so the deleted history cannot be seen at all?

Ccleaner cleans up all history, temp files,and other rubbish. It's free, too.

tools>internet options>delete files>OK/Yes>delete cookies>OK/Yes>clear history>waith five mins>OK and restart the computer
