Yes, it has a voice recorder and I'm sure you can set it as a ringtone. My brother has it and LOVES it!!! ***It depends on which model you have.

The best way to do that is goto Myxer.com and set up an account with them.
Get on your pc and open sound recorder. Hopefully you have a mic for it and then do your voice recording.
Then you can upload the file after saving it to myxer locker. It will send to your phone!!
