This is how you solve it:
L = 2W + 3
P = 2L + 2W = 48
2(2W + 3) + 2W = 48
4W + 6 +2W = 48
6W + 6 = 48
6W = 42
W = 7
I'm a little confused when it comes to this part...

Glad to. Go back to the equation 2(2W+3) + 2W.
Here you (or they) are adding up 2 lengths plus 2 widths to get the perimeter of 48. One length is 2W+3 as previously defined. Two lengths would be 2(2W+3).
Add 2W to get the total perimeter of 48. Got it now?

the reason it is 2 is because you are substituting 2W+3 for L and to find the perimeter of a rectangle you have to mark with the set formula it is not L but 2*L=2L
2(2W+3)+2W=48

6W+6-6=48-6

another way to do it is --
2(2w+3 + w) = 48 => 3w+3 = 24 => 3w = 21 => w = 7
and length l = 2w+3 = 2*7+3 = 17
from
perimeter = l + w + l + w = 2(l + w) = 2(2w+3 + w) as
length = 2width + 3

this is basic. you're able to do 6 x 2 meaning 6 rows of two cans, 2 x 6 meaning 2 rows of 6 cans, a million x 12 meaning one row of 12 cans, 12 x a million meaning twelve rows of a million can, 4 x 3 meaning 4 rows of three cans and 3 x 4 meaning 3 rows of four cans.
