That would depend on whether you are talking about skateboarding, ice scating, or rollerskating.
Presuming you mean skateboarding (because it's the best, IMO), I'd say Tony Hawk. Maybe I'm just saying that cos he's one of the most well known, but I think he's quite a good role model as well. It may be kind of sad how he wears helmets, but since he is so popular, it is kind of influential on younger people.
I also have to say Bam Margera. Technically, he's not a great skater. But he is a pro, and even if he's not great at precise skating, he does loads of quirky stuff that nobody else would think of doing. I think that he's "the best" in the sense that he has some sense of originality.
Granted, there are some awsome skaters out there, and a lot of unsung heroes. x

Best All-Around Skater is like asking who the most influential leader in American History was, its all about opinion, to me its geoff rowley but thats jsut cause he is my favorite skater

well, it i judge a skater by how many tricks they can do easily, and cleanly they can do a trick. like rodney mullen, he's original and has his own style. paul rodriguez is really good because he can do every trick nicely.
