They are a substitute ID issued by most states (a few states don't issue them) for those people who are not licensed drivers. They are usually issued by the same agency that issues driver's licenses in that state. They will issue them to any person who can prove that they are a legal resident of that state (each state has different requirements to prove this) and is not a licensed driver. They ususally expire in the same time period as that state's driver's license.

State IDs look like Driver's Licenses..except they are not valid to drive on. you get them at DMV. usually for slightly less than what a DL costs.

anybody can get them..I think for most states the age is 16 and higher. NY at least has an expiration date..but I forget how m,any years it is valid for.

since many things require you to have a picture ID(traveling, banks, etc) if you do not have or cannot get a DL, that's what you use it for.

To get on an airplane in the US you need a state ID. If you don't have a state issued ID you can use your drivers license or passport.

But if you don't drive and don't have a passport you need to get a state ID.
