You might be better off with red leaves . Flowers come and go. 'Crimson Pygmy', 'Kobold', or 'Bagatelle' Barberry would work . They're dense , so you could easily prune them into recognizable letters .

If you must have flowers , try 'Pardon Me' Daylily (Hemerocallis sp.) . It's ~ 18" high , flowers profusely over a long season, and is almost unkillable . 'Pardon Me ' is the best red that I've seen. http://www.daylilydream.com/proddetail.asp?prod=D068
You could also use miniature roses, or small shrub roses , pruned low, depending on how much room you have , and your location . "Champlain is a very floriferous , tough variety, with max ht of ~3' +/- . Could be pruned smaller and still look good .

If you need something very short (6") , and are willing to use warm-season annuals, 'Vodka' wax begonia, upright verbena , or vinca ( Catharanthus rosea ) would work . The vinca is extremely drought-tolerant, and deer-proof . The verbena has better flower coverage .The begonia has red flowers & burgundy leaves. It's quite drought-tolerant , and handles wet weather better than the green-leaved types.

You can try red salvia, it is an annual, but does have a bright red flower all summer, and since it grows straight up and not
sideways, your line would look better. It comes in tall, med and short plants and grows well in full sun.There are not a whole lot of bright red low-groiwing perennials, and in any case, most perennial bloom season is not very long, just a matter of a few weeks, and then you will just have leafy plants.
You might look for red leaved plants. They will not have a bright red leaf, but they will be there. Dwarf crimson barberry is one, but it does have to be trimmed like a hedge .
Some of the dwarf roses bloom all season long, there is a dwarf Meideland, but then again you would have to keep it pruned because it is a ground cover rose.
To have an impact all year, you might outine your business initial with two rows of a a low-growing perennial, and plant something like red salvia in the center between them in the summer.

Forget perennials and try red verbena. You can plant verbena to show the initials. Perennials can't really be trained to do that over and over again. You could try tulips but that would really look dorky.

This wax begonia will probably be your best bet. It is low growing, red, and will tolerate sun or shade.
