If you want to use IE7, you can set it to block popups, as I have done. Check out under Tools.

I had this problem and this is what you do....
Option A. Re-install Firefox...that should fix the problem
Option B. Delete Firefox and install IE7, then simply set up the pop-up blocker.
Once doing one of those, make sure you run a full system virus scan to check for any infected files just incase.

clear the cache and cookies.
go to start menu, then to control panel, then to internet options. Under the "general tab" click "browsing history" click Delete
now go to link provided and start from step 3:
https://hdc.tamu.edu/jumpto.php?id=788 - 20k
go through firefox.
go to downloads.com and do a search for adaware 2007, then download it.
install it.
now it is going to ask for for a subscription, jus click the cancel or close button that is there and you will notice it keeps running and now you have the free version ot update.
run the updates, then scan, reboot your computer and all should be well at this point.

That was actually just happening to be. It stopped when I unplugged my Wacom Tablet...I don't know if that might be the case for you...but if you're using some kind of attachment like that, try unplugging it and see what happens. What do you mean it's going up and down? Exactly when is it doing whatever? How long after install did it start doing this?
I think this question is broken....
