Keep in mind this isn't a popularity contests or even has to be someone considered a "decent" person.
Time's Person of the Year is decided by a panel that looks to, "feature a profile on the man, woman, couple, group, idea, place, or machine that for better or for worse, ...has done the most to influence the events of the year."
Putin easily meets those benchmarks and then some!
The first Person of the Year was Charles Lindbergh in 1927. Those named as Person of the Year have had a pretty sweeping range. From the likes of Hitler and Stalin in the late 1930s to such leaders as Winston Churchill and Gandhi. In 1988 the Earth was even named as Person of the Year!

He was in the news throughout 2007. There were not just the Russian elections but also the diplomatic incident with Britain over the poisoning of a former KGB agent (Putin's enemy), a diplomatic incident with the United States over "Star Wars", a diplomatic incident with the EU over Russia's shutting off the natural gas valves to Belarus, etc.
TIME's person of the year is considered to be the person who had the most impact on events (good or bad).
For 2008, I am already predicting it will be Pervez Musharraf.

That was because they felt he was the most influential person of that particular year. Time Magazine's naming a "Person Of The Year" is not necessarily what they consider to be the "best person" or the most popular entertainer of that year but the person who they felt had the biggest impact on the world, good or bad. In the past, they have named Adolf Hitler and Josef Stalin as "Men Of The Year".

Why not? He is an amazing man.
Why?
Not even you can now remember what position he took off. From the old school of the previous leadership, he transformed, and is transforming the face of the Soviet Union. How easy to forget that he took the reins of power with the blessings and the guidance of past leaders, and led the country out of the cauldron that was seething and boiling with strife after the dissolution of the USSR into functioning and future thriving states.
Come on. You have to give him and his government some credit for that.
