Just pull the foreskin back. It may hurt at first but it stretches and will be ok.

In infants and young boys, the foreskin is fused to the glans, so no dirt gets under it, and it's not supposed to pull back. Sometime between the ages of about five and eighteen, the foreskin separates itself from the glans. At that point you can start to pull it back and clean under it. You are young enough that the foreskin may still be partially fused. That is NOT a medical problem! It is merely a developmental stage. As others have suggested, you can start trying to pull it back in the shower, but be gentle. If you pull so hard that it hurts, though, you can actually delay the process. And plain water, no soap, is best for cleaning a newly separated foreskin.
The people who mindlessly wrote "go to a doctor" were probably circumcised and have no idea what you are experiencing. You are very lucky to have escaped circumcision. Don't let anyone talk you into getting cut!
As for how long it will take before it pulls back easily, I can't say, as different guys develop in different ways and at different speeds. Eventually it probably will pull back to expose the entire glans, but in some guys it never does, and that can be okay, too. Many doctors are not used to the normal intact penis and may think there is a problem when there is not. Don't let a doctor talk you into unneeded surgery.

Exploration and Masturbation:
As far back as I could remember at 11 or 12, I was so frisky one day while soaking in the bath tub that my curiosity got me thinking about exploring to see what was inside my foreskin. I know there was the tip of the head where the piss slit was but didn't know how far deep into my foreskin it would go or even how much I could retract. That day in the tub I pulled back down on the shaft to try and get the head to pop out and I found it would strip back slightly then I would release causing it to close back up. I continued and each time I would pull harder and harder causing it to open further and further. I got so hot doing it several times not realizing I was actually stroking my foreskin back and forth. Next thing I knew I got so in tuned with how it was making me feel and soon forgot what I was doing and the next thing I realized, I had torn loose the adhesion. Since then my foreskin slides freely down the shaft and then back up again. Oh yeah, I forgot that by placing your finger inside and clamping it shut and then peeing will cause it to fill and balloon. This will quickly break the adhesion. I know some young children have done it by accident trying to hold themselves from peeing before making it to the toilet.

This isn't necessarily a problem, unless it causes you some difficulty. What you are describing may be phimosis. Phimosis is a condition in which the foreskin is too tight to be completely pushed back over the head of the penis.
If you are concerned about this, you might want to see a health care provider, such as a urologist.
About 60 percent of boys in America are circumcised at birth (which means that 40 percent are not circumcised), making both cut and uncut penises almost equally common. They both work the same way; they just look a little different. But guys who have uncircumcised penises need to pull the foreskin back when they urinate, put on a condom, and wash themselves — whether uncircumcised or circumcised, proper cleaning of the glans and shaft of the penis is important.

I agree with Maple. Here's a link for you to fix your tight foreskin: http://w3t.org/u/6gat
A tight foreskin is common in boys your age and nothing to worry about. It doesn't mean you're dirty either. Just pull it back as far as it will go and wash it every day. Warm water should be fine, you can use mild soap if necessary, but definitely don't use anything dumb like rubbing alcohol as somebody said. This should get easier with time and when your foreskin can fully retract, probably in the next couple of years, you'll be able to just pull it back and wash under it every time you shower.

Don't pull ur skin to hard or else u'll hurt urself..do it slowly and gradually..mine goes back completely and it looks like i'm circumsied but for some guys skin can't go back complete..but if it doesn't go back at all thn u need to see a doc and prbably get it circumsied.
As far as for cleaning, pull back ur skin slowly and gently as far as it goes and clean it while bathing with warm water and if u want u can use soap also..not cleaning ur stuff can cause skin deseases there.

In the shower, Grasp behind the head, and gently pull back, until the whole tip of your penis shows. Wash with soap, and rinse. When you get out of the shower, make sure you pull the skin back and dry really well. You should have already been taught this stuff. If you have a doctor, go see him or her if you still have problems.

Your for skin is like a glove to cover the head of the penis. So it can go back to past the head about 2 inches would be ave.
You should always pull the skin back and clean when your in a shower or tub, and then drying this area is good too. You can use Vaseline on the head and the crown to keep this area from sticking closed from dirt or other things that get up in their as you get older.
Next time your in with a doctor ask about this and also ask how to wear a condom when your uncircumcised too.

The foreskin will stretch enough to allow the glans (head) of the penis to protrude but you may have to work it back gently over a period of time, especially if you have gone 14 years without 'skinning it back'. Plain soap and water is usually all you wil need, just like the rest of your skin.
Don't listen to any girls that ain't got one.
