First you will take care of all exponents.

so it goes ==============> 9(x^7)^2
This comes out as =======> 9(x^7^2) or [(x^7)(x^7)]
Now multiply your exponents=>9(x^14)
The answer is simply=======>9x^14

i would take the SqRt of (x^7)^2 which leaves you with 9(x^7) then divide by nine and then take the 7th root of x^7 hope this helps.
