I want to get HD service and Dish wants an extra $20, it is now 89.99 for Americas choice 250 with HD and DVR, I have no premiums, 1 HDTV and 3 std Tvs. Comcast is offering $65 for the same services for one year with no commitment, Dish wants an 18 month contract.

If the service in your area is good. the prices are cheaper, and the commitment is less, then it sounds like you answered your own question.
Go with cable in this case.

ORB must live in a different area than me. While Comcast, or any cable service for that matter are far from perfect, I pay $99 per month for the cable TV(HD channels included), digital phone(w/ unlimited long distance) and high speed internet all bundled. This also includes a DVR box. There are no contracts - but the best thing is since you're "renting" their equipment, if anything breaks down, they will replace it for free. Plus no ugly dish hanging off my house. Most of the people I know who have had a dish have regretted it and have switched to cable. Neither is really a bargain, but I'm staying with my cable.

I don't know about HD since I do not have that yet, but in my area, Comcast runs over $50 without DVR and less Channels than what I can get with Dish, including DVR and a lot more channels, especially sports that I like, such as Big Ten and NFL networks for about the same price. Comcast has been dropping channels like crazy in our area.

Bundled service is the way to go to save money, and as you have probably experienced the problems with dish comcast may be the lesser of 2 evils.
