Call your local courthouse and speak to the court clerk. This is a civil matter. You will have to file for an eviction. Take all paperwork with you, especially your lease. If you don't have a lease you can still file for an eviction. Take any paper work you feel will help, complaints from neighbors, etc. Your primary complaint is no payment. Once the law serves them they may go ahead and move out! Or if they are "experts" at this, they will know they can stall by answering the eviction. If they don't answer they will be given a certain number of days to get out (depending what state you live in).
If they answer, unless they have proof of payment, the judge will make them move.
