It's a swallow, which has become a popular symbol in the past several years in tattoos, clothing etc. It's an old sailor's symbol which marked 50,000 nautical miles, and also a symbol of good luck. It has nothing to do with drugs.

I could be symbolic of, either, a dove of peace, or of the holy spirit of the trinity.
After reading the "swallow" answers, I look at the picture again and noticed that the bird did, indeed, have a swallow's tail.

It's doesn't mean anything bad at all. In fact I've believe I've seen that bird used in some logos for churches. As far as I know it's not anything bad.
