Depends on what you mean by foreplay, some animals rub on each other, or bribe the opposite sex before they go at it. Lots of animals masturbate though. Humans, monkeys, pandas, a lot of bird species, etc....

parrots do. They masturbate. They will masturbate on your hands, toys in their cages, etc. They also mate for pleasure. Not only do they mate for pleasure but they make the funniest human like noises...panting...moaning etc.
