This is going to be a long answer - you have MANY options to creating a website.
You may create a free website through website's such as FreeWebs or Yahoo!'s GeoCities.
If you decide to go with a free website, you will not have you own domain (www.yourdomain.com). Instead, you will have part of the website's domain name in yours (www.yourdomain.freewebs.com).
The other choice is to purchase your own domain and find somebody that will host it. Many website's offer packages that you can purchase a domain and host it, all in one! There are many places out there that will does this. However, the prices all depend on the website.
Another thing about the free website's is that they usually offer programs that you can design the website with, opposed to buying your own website, were you will usually have to design the site by hand (HTML, Java, etc.).

Well, I'm pretty sure the cheapest way is to order on Yahoo Small Business, which is in a box directly underneath the long toolbar on the left when you go to yahoo.com. But if you want a fancier web site, you could search it up or something.

first you need to learn html..
so what i would do and what helps me to learn some of the codes for these websites is i joined an msn group that help with creating msn layouts. and i have my own msn group and i learned the coding of what they do and you can see the imediete affect of each thing you do and later you can learn how to add other stuff such as java and music and so on but this would be a good starter to help you

You won't have your own url, it'll be www.geocities.com/whateveryouwant
but still. it has a simple editing thing where you can edit whatever you want on it, etc. If that doesn't work there's always lots of software out there. I suggest Adobe software for web editing. Good luck!

upload at sites like geocities.com or freewebs.com
its better off learning to design those like friendster.com or blogs first, its easier, then learn slowly using ms.frontpage (damn easy)
or go to invisionplus.net to set up your own forum

You can go on yahoo geocities.com and you can make your own website, its easy to follow and its fun to do!
Then you can post it on the internet and other people can see your site, I made one before.
It turned out awsome!!!!
