Democracy can't reduce inequality of incomes between different citizens?
What do you mean?
Usually it's the work one does or, more importantly, the wages one is paid for working that has the biggest impact on increasing or reducing a person's income.
Are you asking if a Democratic form of government that gives it's citizenry a lot of government supplied benefits can reduce inequality?
I would say no!
Because a person that is willing to pay for something with their own money will always come out better than someone begging for a government handout.

Now you said Democratic.
If you meant a totalitarian form of Democracy such as Hillary is proposing it may reduce income inequality by raising taxes and that will mean everyone would have less.

Revolution reduces inequality of incomes quite effectively... as the French, Spanish, English, and Russians, know full well. If you don't want a revolution, you had better try to reduce inequality of incomes/etc via democracy...even if it doesn't work. Doing so will at least delay the revolution...if not prevent it completely.

The Declaration of Independence states, in part, that all men are: "created equal and are endowed by their Creator with inalienable rights and among these are life, liberty and the pursuit of happiness." For over 200 years, this "experiment in democracy" in the United States has survived, and sometimes prospered, despite many obstacles and problems, including a civil war which threatened to divide our country into three separate countries: the United States of America, the Confederate States of America and the Republic of Texas!

Many other mistakes have been made by the United States government, over the years, including, but not limited to: providing enriched uranium to the USSR, then blaming it on Julius and Ethel Rosenberg; foreknowledge of the bombing of Pearl Harbor, then blamining it on Admiral Husband E. Kimmel and General Walter Short (who were both later exonerated); the abortive Bay of Pigs invasion; our involvement in an unpopular war in Vietnam; the Watergate break-in and its cover-up; the murder of the children at the Branch Davidian compound in Waco, TX; a President who was too concerned with his own personal sexual gratification to capture a major terrorist leader, Osama bin Laden and thus prevent the attack of 9/11; etc.!

The "pursuit of happiness" does *not* pre-suppose equality of income; but equality of opportunity! Unfortunately this concept has been hijacked by the liberals with the imposition of hiring and promotion quotas and preferences in place of hiring and promotions based on merit and qualifications!

Either "Das Kapital" by Karl Marx or the "Communist Manifesto" states: "From each according to his ability and to each according to his need." After the Czar was overthrown, Russia's attempts to establish a democracy were derailed by the imposition of a Communist regime by Vladimir Lenin, Josef Stalin, et al, and the Soviet Union was created involving the liquidation of millions. Thus, *that* experiment failed miserably in fewer than 100 years!
