Can't think why he wasn't. Were the Police able to ascertain his 'suicide bomb' outfit wasn't filled with explosives? Should they have taken the risk? Or just shot him dead?

They should have "winged" him i.e shot him in the throat! that would have kept him quiet while the police searched him for explosives, alternatively they could strapped some c4 on him and detonated it, if he was covered in explosives then he would go with a bang if not he would go with a bang!
One less idiot isn't a bad thing...

Well, they didn't hesitate with de Menezez, and he was just dressed normally and acting normally.
Maybe they don't have a clue what they're doing and just shoot if they don't like the face.
