What is this political cartoon referring to? Its from World War II.

It isn't a reference to WW II, as you can see from the fact that it mentions 1948. It does in fact refer to an event from 1948, early in the Cold War, that is known as the Berlin Air Lift. During the Cold War, Germany was divided into East (communist) and West (democratic) Germany. Berlin was the capital of each, but was located in East Germany, one part of it as West Germany and one as East. In 1948, all roads and railways connecting West Berlin to West Germany were blockaded by East Germany, and the United States successfully supplied West Berlin entirely through the air for several months until the blockade was lifted.

The cartoon is actually from 1948 and refers to the Berlin Airlift. Rather than a combat mission, the airlift brought supplies such as flour into an isolated Berlin. The Air Force medals in the cartoon emphasize these commodities, but the actual mission did require a good deal of courage on the part of those who flew the planes.

At the end of WWII, the Cold War began. Germany was split in half, with the exception that Berlin itself, while completely within the Eastern part (communist controlled), was itself split in half, into West Berlin and East Berlin. The west side was capitalist, like the west. In 1948, the USSR blocked supply access to Berlin, hoping to force the West to give up West Berlin. Instead, the West ran round-the-clock airlifts bringing fuel, food, and supplies, until the USSR finally relented their blockade. The coal and flour badges signify what type of mission it was, a humanitarian supply run.
