if its easy to reach use an angle grinder, then replace with new nut and bolt

Certainly number 1 offers a valid, rapid cure,,,unless of course the head of the bolt is a carriage type. That might take a bit more in damaging the object bolted.
You could get away with 1 Vice Grip, and a lock Jaw Plier, and/or adjustable, or open end wrench, if either the bolt head, or the nut aren't Rounded.
You might also apply some chemical, WD-40, Liquid Wrench, Etc. to help in the process.

If you can get a hacksaw in close enough you can saw off either the nut or the bolt, & then replace it with new ones.

If it is very damaged you'll have to grind it off or drill it out.
Usually the method depends on how accessible the parts are.

If the threads are damaged then just cut it off. No sense in working your butt off and saving it if it's too far off to use again.

i'm lazy so a metal cut off wheel on my drill....lot easier on the knuckles too..
but i guess if you don't have the room for that the vise grips thing works too
