Re-load windows or system restore from the disk. If you don't have a system restore disk, call the place where you bought the computer and ask them for the 800 manufacturer support number where you can buy one. I got one for $11 and it came fast. Then find out from online manufacturer live support what the procedure is for doing a "manufacturer system restore". HP told me that is the only way to get rid of viruses...not just using the system restore disk, but the correct procedure to do a manufacturer's system restore. They emailed me the instructions.
******************
Here is what they told me for HP manufacturer system restore procedure..(only for HP computers)
1. Enter the system BIOS and select the Boot menu. (to enter into BIOS press F1 at the HP logo screen .)
2. Change the startup (boot) order so the computer starts from the first optical drive (CD-ROM/ATAPI CD-ROM/DVD). You may need to enter a sub-menu called Boot Device Priority .
3. Insert Disk 1 of the System Recovery disk set in the first (top) optical drive.
4. Press F10 , then press Enter to save the changes and restart the computer.
5. When the PC restarts, it reads from the Recovery CD, and displays a screen of options (typically R , F , and Q .
6. Press and hold the ctrl key, and press the Backspace key. The Manufacturer Menu is displayed.
The Manufacturer Menu will have a lot of steps numbered 1 to 11 etc.
7. Select option <4> Clear the partition table .
8. The following message appears: No Operating System Installed or Partition CorruptedPress "R" to perform a full system recovery .
Do not press R . Instead, press and hold down ctrl , then press Backspace to bring up the Tools Menu.
9. Select option <5> erase the Master Boot Record of drive .
The following message appears: No Operating System Installed or Partition CorruptedPress "R" to perform a full system recovery .
NOTE: If there are no partitions, the following message appears: No MBR or master boot record found .Continue using these steps.
Do not press R . Instead press and hold down ctrl , then press Backspace to bring up the Manufacturer Menu.
10. Select option <6> wipe all sectors of drive .
An Erasing Hard Drive progress bar will appear. This process will take approximately from 15 minutes to over one hour, depending on the size of the hard drive.
When the hard drive is completely erased, the following message is displayed:
No Operating System Installed or Partition CorruptedPress "R" to perform a full system recovery
11. Press R to begin the automatic System Recovery process
*************
After you re-load windows from system restore, you have to re-load Nortons, the printer, internet provider, etc.

Seems you have a lot of problems. I'd be looking at a complete re-install of Windows XP.
Download and run Belarc Advisor, from here: http://www.belarc.com/free_download.html
It will give you lots of information on your system. Print this off if you can... otherwise write down the important info like on-board chipsets, graphics, lan or wireless, multimedia drivers and wireless hardware. Write down as much info as possible and try to get the drivers for everything.
Also back up all you need from the "My Documents" folder... this might be everything - that's fine. You can put it all on a CD or DVD (or several) depending on how much stuff you have.
Put drivers on a thumb drive or CD and then re-install Windows from scratch.
It's always a hell of a job to get things right again, but if you prepare well, you will be rewarded with a system running like (or better than) new.
Judging by your listed problems, it wouldn't be worthwhile trying to fix them bit by bit.
If you have a system rollback CD or DVD that came with your laptop then you should use that... all drivers should be on it already. They do tend to be full of unnecessary crap though - plenty to uninstall.
email me if you want some more info.

I'm not a expert but maybe you need to go tro your controll panel and it will say a list of things go to matinence& performance then under see also there is system restore that means you can go back in time with programs and you set it to the appropriate time and you can not have that. But you have to download anything that did not go with the computer.
I did it on mine to get itunes back it worked perfect!!!

No doubt your registry has been trashed, either by spyshredder, or by the cleanup efforts. Your best bet is to get out (or burn, if you never had one) your restore CD's and put your laptop back to it's original condition.
back up your documents, music, pictures, etc, so that they don't get lost.

Try System Restore.

It seems like your laptop is infected by some spyware. Use a good spyware cleaner like spyware doctor.
