Suppose the secretion of a certain hormone causes an increase in the concentration of substance X in the blood. What is the effect on the rate of hormone secretion if an abnormal condition causes the level of X in the blood to remain very low

Take the examples of glucagon and insulin; and parathormone and calcitonin. They have antagonistic action. These two examples will tell you how hormones work in the situation you have stated in your question.

This is why there is the field of Endocrinology. The Endocrine System deals with many bodily processes. For example; the Pancreas. Any change in hormonal balance can cause a variety of ailments ie: the Thyroid Gland. As a rule, the body can or may attempt to correct any imbalance but, it get only do so much. Fortunately, as in the case of the Pancreas, there are oral hypoglycemics that can boost it to produce some insulin from the pancreas, if there is still some function of the organ. Otherwise, insulin is needed because the Pancreas cannot manufacture any insulin on it's on. This is known as Diabetes ( there are 3 types of Diabetes, Type 1 or juvenile onset, Type 11 or adult onset aka lifestyle Diabetes and, then Gestational Diabetes that occurs during a woman's pregnancy). In the case of the Thyroid Gland, if the gland is removed due to malignancy ( cancer), there are medications to compensate for the lack of hormone that is produces. Or, if doesn't produce enough TSH ( Thyroid Stimulating Hormone or if it produces too much TSH) again, medications are available to treat it. A very good and interesting question !! The body could do many different things, it could stop altogether aka die but more likely it would produce more of the hormone, on hte other hand it might think that the blood was more concentrated with X and continue producing the same amount, or it might stop the hormone altogethger

In short, the body does many things, not many of those are easily predictable.
