sometimes i have no water...sometimes i have no hot water..and sometimes while taking a shower the water will just stop..i have reported and reported it..no changes!...and occassionally i have a sewage smell inside my apt..coming from the walls...and when i use my dishwasher the water smells and make the whole apt smell.....and i pay water bill and sewage and trash bill....are these grounds for them to let me out my lease?

Get an independent plumbers report. Your landlord then has it in black and white that it isn't right - then you can do it legally as it will be in the lease that he is supplying this ap't with working water/ drainage - and you have a report saying it is faulty.
They will fix it rather than pay for a court case - which they will lose anyway.

i would think so, its also a health problem,
call the health dept,
