going to my explore page nothing comes up it say active controls are shut off?

i went into tools and it say active controls are enabled but cant get it to change on explor

You can try a system restore. Go to start in your tray, open accessories, open system tools, and open system restore and look for a date prior to this incident, where you can perform a system restore. This will get you back to your last good configuration.
