Just bought a 'brother LS-2125' model for my 10 year old daughter for Xmas. It is an excellent beginers model and with no previous experience she has already made a couple of small items.
It's perfect for Garment construction, Decorative stitches, Heirloom stitches and Quilting stitches according to the box.
Has many features including......Automatic bobbin winding system, pattern selection dial, reverse sewing lever, and much more.
Cost...£70 ( $135).... Simply not worth buying 2nd hand when you can buy brand new at that price

Singer,Brother would be my call. Used ones from a Charity Thrift store like Salvation Army or Waterfront Mission. You can plug them in and usually test them a bit in those outlets.
Kenmore is a good one for home sewing.
I have sewn commercially and at home for years. Worked in an auto upholstery shop, Brother,Junki, and others,and home sewing or repairing Sails, Kenmore, Brother, and my favorite a $10 Westinghouse Rotary that I bought at a Thrift Store.
The Westinghouse Rotary was way ahead of its time, it was made in the 1950-60s'.
Go with a brand that you can get parts and accessories for, Singer, Kenmore, as you progress and learn to sew you will want or need extra devices or doohickies that help you in whatever you choose to or prefer to sew.

I'm not sure which is best, but one piece of advice: Do not buy the cheapest model - even of a name brand. I did this a few years ago, and that machine couldn't sew one seam without jamming.
