What is the difference between a plan of action and a comprehensive plan. Please be as detailed as possible.

(I have a vague understanding, but it is not clear to me)

From what I understand, a comprehensive plan is a plan to develop a program or create an innovation to an existing program. A plan of action, is a plan to make necessary improvements to an existing program. (Am I correct?)

The problem is that when I looked online, some comphrensive plans looked like action plans and vis-a-versa. Please provide insight!

People use the terms interchangeably ... that's the source of the confusion.

Essentially an action plan is a detailed plan to accomplish a specific business goal. Some of these goals may be:

To achieve next year's strategic plan.
To enter a new market.
To implement a new strategic initiative.

The action plan will include ...
- What will be done
- When will it be done
- Who will do it
- Barriers to implementation
- How you will know you're making progress (metrics)
