When petunia said this I thought like Harry, she was referring to his dad and mom. But right just now, it struck me.
In Deathly Hallows, in the chapter 'Prince's Tale', there is a scene where a young lily is told about dementors by snape..when petunia suddenly interrupts them.

I'm thinking snape is the "awful boy" petunia is referring too. You know, he isn't instantly likable.

Your right It is Snape I finished the Deathly Hallows again and now I'm reading the 5th book again and I just passed that part yesterday and I thought the same thing "that awful boy" is Definitely Snape. Petunia didn't like Snape so she would totally call him "awful"

It's definitely Severus Snape. When Harry said 'my father', Petunie didn't say anything, meaning it could be him or Snape. But I think it's more likely to be the latter as explained in the seventh book.
