Do you have to have planning permission for this.
I have just got rid of a whole load of junk from our garage and what i did was just put some tile floor and i cleaned it up so there isnt any spider webs, etc, what i want to do is put a desk, a chair, some couches and a snooker table, do i have to have planning permission for that, all i want to do is make a chill out room for my son who is about to do his gcse

Only if you close out the garage door and make it a wall.
Most cities in Texas will not allow you do away with the garage door, ie. make it into a wall unless you have 2 car, non stacked parking. Some cities don't allow it at all. But as long as the garage door is still there and no outside alterations ... who is to know what is behind a closed door.

You only need to get permission from your city, if you are changing the structure completely by adding on or tearing down. Remodeling your garage on the inside is not going to be a problem.

If you increase the square footage or put in plumbing the answer is yes otherwise for most city's you don't don't have to get a permit for maintenance or cosmetic work. The only exception would be in a historic district then they would be interested in any exterior changes.

You shouldn't have to involve the government for this, as long as it is still considered a "garage".
