I keep getting these popups trying to charge me 19.99 pounds. I am not sure weather to pay it or not. Please help me out

That sounds like an adware variant to me. Unless you're used to paying anyone you find sitting in your living room who claims you owe them money for something you don't remember buying, don't pay it.

Instead, I suggest you download Ad-Aware SE and Spybot S&D (they’re free), install them, update them and run them. If either one doesn’t seem to be able to get rid of everything it reports finding, try running it again, this time in Safe Mode. Safe Mode often prevents the malware from running and protecting itself.

Also, turn off System Restore to evict any copies of bad stuff that might be lurking there.

To get into Safe Mode:

1.Log out and reboot your machine.
2.When the machine starts the reboot sequence, press the F8 key repeatedly.
3.Select Safe Mode from the resulting menu.
4.The machine will continue booting, but the Windows desktop will look different. You won't be able to see the Internet, for instance. Log in as Administrator. Administrator often has no password.
5.When you're finished, log out and reboot back into normal mode.

Update and run them all regularly.

no!! NO!! NO!! i had this on my laptop at one stage it is a scam or a mistake or both not 100% sure as there is a company website for this but i would definatly not pay. I removed this by using Escan and or Xoftspy google them but you can try any antispyware program. If i can remember i had to go into safe mode to do this as it poped up that much in the end i could hardly use my pc. It starts out poping up now and again and as time goes on it gets worse and worse so get it removed asap!

If you didn't order the service then just ignor it. You have picked up spyware or adware on your computer. If you have a spyware cleanner try running the program, if not get a free spyware cleanner. Ad Aware SE is a free cleaner

They will send you a bill in the mail if it's a debt that you actually owe.

Popups on the screen are advertisements.
