It can mean either 'By The Way' or 'Between'.
Some people use it for 'Between', but most of the time it's the former. It depends on the sentence.

"TEENY boppers" w/(short-term memory!) use "btw/by the way" whenever they have something extra to say(everyday NONSENSE!) usually at the end of a text message! Like for example "...And by the way don't forget the beer!" with their short term memory they have to write/text it this following example: "Dude,btw bring the booze!"
NEVER will you see/read this-> "dude btw, I've just discovered a cure for cancer!" LOL!!!!!
