I am about to start developing a website where members will be able to leave reviews and comments - I want to be able to use a 'star rating system'. Anyway, does anyone who has experience of CMS know any good solutions? Paid or free - I'll look at any :-)

This question can be answered by the following questions and a little research:
Server OS (Mac OS X, Windows, Linux, etc)
Platform (Perl, Python, PHP, ASP.net)
Database (MS SQL, mySQL, Oracle, etc.)
Once you have those specifics, do you want to pay for it or are you willing to use Open source.
Many of my friends and colleagues use Plone which has many advantages such as inter-platform operability and compliance with government standards for accessibility guidelines, etc. It's two major downsides are the learning curve and there has been some minor concern that it gets sluggish when you scale it to large but that last concern is not confirmed.
I would do a little homework to find one suitable to meet YOUR needs.

There are many Content Management Systems on the market.
NONE is complete and suits YOUR needs: that's the problem.
All these sources are made for a very large audience, contain many features you will not need, and do NOT contain what you need!
In every cases I have tried for clients (drupal, jomla, miva, phpmychat and many other free open source codes), I spend more time adapting the code to my needs than writing the whole from scratch! (THREE times more to be exact.)
So, the GOOD CMS?
The one YOU write!

Have you checked out Joomla? It's incredibly easy to use and it has a large repository of add ons, which I'm quite sure would contain one for your rating system.

try drupal http://drupal.org/ , its a lightweight and easy to use CMS.
Drupal modules will give you additional features and it is very flexible
