It depends what your question means. Do you mean that your foreskin doesn't fully cover the glans (penis head)? This could be normal if you have a short foreskin. Some guys have foreskins so short that they don't even cover the glans when not erect.

But if you mean that you can't retract (pull back) the foreskin, then you probably have a condition called phimosis, where the foreskin opening is too tight/narrow for you to be able to pull it back. If it's mild, you may be able to pull it back when you don't have an erection. In any case, there are things you can do to "fix" it without needing to go to the doctor.

The first thing you should try are called stretching exercises. In one stretching exercise, you take 2 fingers (one from each hand), hook each finger on either side of the foreskin opening, and gently stretch in opposite directions (like you're trying to increase its diameter) as far as possible without pain or discomfort. Stretch and hold it like this for a few seconds (like 10-20 sec or something), then let it relax for a few seconds (again 10-20 sec), then repeat the process again for a few minutes each day. Do this every day for a few weeks to a month, preferably right after a shower/bath when the skin's most flexible. See link 1 for some more info.

If after a month and there doesn't seem to be any progress (or very little), then you should ask your doctor about certain prescription creams that're supposed to help loosen the foreskin. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2). These creams can take up a month or more to get the full effect, but you might be able to make things go a bit faster if you combine the cream(s) with the stretching exercises.

In almost all cases of phimosis the above 2 treatments are all that's necessary. Ignore any comments/opinions suggesting circumcision, as that's really too extreme a "treatment" in most cases.

At 13 that's completely normal. All boys are born with the foreskin fused to the glans, and the age when it detaches is widely variable. If you play with it a little, that will stretch it out and get rid of the last little bit of the normal attachment of the foreskin to glans. That attachment can persist to 16 or even 18 without it being abnormal, but tugging on it a little in the shower (NOT to the point of pain) can move things along a bit faster.

If you mean it just doesn't cover your whole head then that could also mean you just have a short foreskin.

If you pulled it back and it got stuck then you should probably talk to an adult about it if you can't put it back.

Yes. Everybody's penis is different. Some foreskins are longer others are shorter. Either way is normal.

dude your only 13 you have time to grow and streach the foreskin just make sure you clean it everday by pulling it back and using soap it will eventually get easyer to move back and forth

From your question I think you mean you have pulled your foreskin back and cannot now pull it forward over the glans (head) of your penis.
If this is the case then I would firstly try having a warm bath to loosen your skin, then using lube gently try to massage your foreskin forward over the glans.
If this fails then I would visit my doctor or nurse and they will help you get it back over your head.
