the dvd disc's i have are 4.7 GB dvd+r 120 mins.........when i record on my dvd recorder, i have an option to record>>>>
high quality= 120 mins,
sp= 160 mins
ep= 240 mins
so why can i record more hours of recordings,? or is the 120 mins on disc only for high quality recording?

It's what is called a variable bit rate. Any time you select a record mode other than SP, you are changing the default bit-rate to something other than what a standard DVD uses - which I believe is 5Mb/s. This is a function of the recorder - not the disc. The disc manufacturer is going to assume that you will be using the default bit-rate - which would give you 2 hours.

You`ve answered your own question. The longer record time is in lower quality. the shorter is higher quality. If you intend to keep your recordings for a long time, use high quality.
